Proposals for a better NDIS need to be heeded

No one expected it would be easy to set up the National Disability Insurance Scheme, but it has been going for six years and it is still far too difficult to use for people who need its services. That is the fundamental conclusion of a federal government review,  released yesterday, by retired senior public servant David Tune on why the NDIS is still not fulfilling its promise.
