The NDIS itself is a Byzantine twist of acronyms and policies within policies that manage – some say, by design – to defeat those it was intended to serve. Especially if they happen to be poor, without formal education, a person of colour or a migrant. Is administrative impenetrability a form of abuse? It is the first abuse, disability activists say.
