In 2012, Vision Australia will award Further Education Bursaries to a select number of students who are blind or have low vision. The Bursaries are awarded to people who for financial reasons may not be able to fully participate in further education, providing adaptive technology to assist their studies.

Students of any age can apply for a Vision Australia Further Education Bursary. Applicants must:
• Be or become, a client of Vision Australia
• Be an Australian citizen or permanent resident
• Be living or moving to Victoria, the Australian Capital Territory, New South Wales, Queensland, the Northern Territory or Tasmania
• Be enrolling to study at an institution in Victoria, ACT, NSW, Queensland, the Northern Territory or Tasmania
• Be enrolling to study in at least Certificate IV at a TAFE or an undergraduate or postgraduate degree at University at the start of the year or be already enrolled in such a course (preference may be given to those beginning or in the early stages of a course).

Applications are treated in the strictest confidence.

The deadline for applications is 31 October 2011.

Launching its election platform today, ACOSS has called for the establishment of an Affordable Housing Growth Fund to address the shortage of nearly half a million affordable homes.

Work and income support
• Set-up training programs that are tailored, based on the individual needs of a jobseeker (for example paid work experience in a regular job) and to resource employment services providers so they can work intensively with jobseekers.
• Reshape income support payments so they are based on the minimum cost of living in Australia. To start closing the gap between different payments, where an unemployed person on $231 receives $109 less per week than a single pensioner, the single Newstart Allowance should be raised by $45 per week.

Housing
• Establish an Affordable Housing Growth Fund for future ongoing construction of homes, to increase the maximum rate of Commonwealth Rent Assistance by 30%.
• Restate a commitment to halving homelessness by 2020.

Oral health
• Ensure timely access to oral health care through a universal access scheme that covers a comprehensive dental health check and a basic course of treatment every two years.

Indigenous
• Redesign mainstream employment services in remote and regional Indigenous communities and expand the number of fully-funded jobs in remote communities.
• Improve national Indigenous health outcomes through investment in the capacity of Aboriginal primary health care services.

Tax
• Strengthen the tax system by closing off income tax shelters and loopholes and introduce taxes on mineral resources and land.

Climate change
• Introduce a price on carbon which includes adequate compensation for low and middle income earners.
• Invest in energy efficiency that readies the community sector, lowers costs of operation and ensure continuity of service.
Strengthening the community sector
• Recognise the vital role of social services in our community and commit to fund award increases for community sector workers that flow from the Fair Work equal pay claim.

Opposition Leader Tony Abbott has sought to trump Labor on the issue of disabilities, pledging $314 million to help students with a disability and their families.

Previously politically overlooked, disability has now earned prominence as an election issue, with Mr Abbott's announcement coming a day after Prime Minister Julia Gillard's announcement of $182 million of measures, including giving families of young children with particular disabilities $12,000 to help pay for early intervention treatment.

The Coalition will create a so-called education card worth up to $20,000 a year, indexed to inflation, to provide students with disabilities funding that they can take to any school. This will start in 2012.

The Equal Opportunity & Human Rights Commission’s Advice Line provides free, impartial and confidential information to the Victorian community, including employers, employees and the general community about equal opportunity, discrimination, racial and religious vilification and the Charter of Human Rights and Responsibilities.

The Advice Line can provide information about your rights and responsibilities under anti-discrimination law, and provides information about the resources available to assist you to understand those laws. Their staff can also advise about the complaint process and help people to make a complaint if they feel they have been discriminated against.

In 2009/10 the Commission's Advice Line received almost 6,000 calls resulting in more than 7,470 enquiries on different issues.

The VicHealth media advocacy project, is seeking women with a disability, who are survivors of family violence, to take part in media and public speaking workshops.

This is the second phase of a VicHealth media advocacy project, that started in 2007. They will train, support and work with the women to ensure they stay safe, are not re-traumatised and feel comfortable with the projects that they are involved in.

Applications Now Open For Disability Conference Funding

People with disability, their families and carers will be encouraged to attend a wide variety of conferences with organisers receiving a share of $320,000 under the National Disability Conference Funding Program for 2010/11 to improve access for people with disability.

Bill Shorten, Parliamentary Secretary for Disabilities and Children’s Services, said the program would give organisers a maximum of $10,000 for a national conference or $20,000 for an international event held in Australia.

The funding can be used to provide hearing loops, Auslan interpreters and materials in Braille or large print publications. It can also contribute to the cost of conference fees, accommodation and travel for people attending events.

In April 2008 Frank Hall-Bentick with his sisters and friends set up the Australian Disability and Indigenous Peoples' Education Fund (ADIPEF) under the auspice of the Melbourne Community Foundation.

They believe the importance of education should not be measured in graduate degrees and diplomas or in salaries people achieve or careers people have undertaken and achieved. The importance of education should be measured by peoples' continual learning of cultures, relationships, history, tolerance and honing the skills to apply this learning.

For many people with disabilities from both indigenous and non-indigenous backgrounds, education can go a long way to not only developing their skills but also their self-esteem and the pride of their family, friends and community.

This Fund assists people with disability gain empowerment through access to formal and informal education programs. For many, a small financial grant will enable them to undertake a course. This education fund is about helping people complete or undertake courses and programs through providing small grants.
Our fund is looking to distribute small six monthly grants of up to $2,500 to assist people with disabilities to continue their learning.

Background

Following thirty years involvement in disability advocacy, Frank Hall-Bentick has asked his sisters Lesley and Annette and a group of friends Rae, Lyndall, Cath, Ros and Jody to help him setup and run an education fund for people with disability. Titled the Australian Disability and Indigenous Peoples' Education Fund (ADIPEF), the fund will assist indigenous and non-indigenous people with disability to participate in both formal and informal education programs through small grants.

Frank has a life long disability and along with other members of his family has experienced many years of hospitalisation, special schools and disability services. For the last thirty years Frank has been involved in disability advocacy and the empowerment of people with disability locally, nationally and internationally. Realising that the work to empower people with disability is ongoing he has long considered the best way to support this is through further education and learning.

In April 2008 he with his sisters and these friends set up the Australian Disability and Indigenous Peoples' Education Fund (ADIPEF) under the auspice of the Melbourne Community Foundation. Unfortunately for many people with disabilities their early years are more about cure and rehabilitation than stable, well grounded education. The skills to make and retain careers, relationships and friends are developed while they attend school however continuing disruption of this education impacts greatly on this learning. For many children presently attending school medical treatment and rehabilitation continues to disrupt their education. Many indigenous people with disabilities experience further disruption to their education due to poverty, isolation, lack of services, family breakdown.

Education is continuously growing, developing, changing, so many people undertake courses to begin again the education they never completed or to keep abreast with these new developments. With the development of technology, education has become more accessible for people with disabilities leading to people completing higher levels of education which in turn can lead to more complex and skilled work.

For many people with disabilities from both indigenous and non-indigenous backgrounds, education can go a long way to not only developing their skills but also their self esteem and the pride of their family, friends and community.

For many, a small financial grant will enable them to undertake a course.

This education fund is about helping people complete or undertake courses and programs through providing small grants.

The fund is looking to distribute small quarterly grants of up to $2,500 to assist people with disabilities to continue their learning.

BIM offers acquired brain injury (ABI) information-awareness training.

The training began with the 160 staff of Australia's Telecommunications Industry Ombudsman (TIO) last November. It was well-received: the Telecommunications Industry Ombudsman, Deirdre O'Donnell. Ms O’Donnell’s recommendation has resulted in Brain Injury Australia being invited to conduct similar training for other ombudsman's services, including the Financial Ombudsman Service in April 2010 and
Public Transport Ombudsman scheme in Victoria (PTOV) in May 2010.

Along with the PTOV's staff, the training will be attended by the customer service managers from the following transport agencies: Bus Association Victoria, Metlink, Metro Trains Melbourne, Southern Cross Station, "myki" (Transport Ticketing Authority), V/Line Trains, Victoria Rail Track and Yarra Trams.

So that the training Brain Injury Australia provides is as effective, and informed, as possible, Brain Injury Australia would really appreciate it if you would distribute this e-mail as far and as wide as you can. Brain Injury Australia would be keen to hear about people with an ABI's experiences of any of the services listed above - about the services' physical and cognitive "accessibility", their customer service, about how they handle complaints or disputes.

Brain Injury Australia would also like to hear from people with an ABI who've had any experiences of lodging a complaint with the PTOV.

Victorian families wanting to access disability support are still waiting, highlighting an uncaring Brumby Government that cannot be trusted to provide these vital services, Shadow Minister for Community Services Mary Wooldridge said.

Government figures show that as at December 2009, there were 2,718 people on the Disability Support Register (DSR). This represents a 7 per cent increase compared with the same time the previous year.

As a Disability Advocate, I have been approached over the past 4 years by a number of parents of children with disabilities, particularly those who attend special schools, with reports of:

• physical abuse
• solitary confinement
• chemical restraint
• splinting

Most if not all of these parents have taken their concerns to the senior school level, the Regional Office, and/or human rights commissions in Victoria and Sydney. Others are taking their matters to courts.

They have received little consolation, as the formal position of the DEECD is to justify physical abuse, solitary confinement and chemical restraint in the name of "behaviour management".

Parliamentary Secretary for Disabilities and Carers, Senator Jan McLucas, announced the opening of the new Capital Fund for Australian Disability Enterprises at the National Disability Services’ Employment Forum in Sydney today.

Australian Disability Enterprises can apply for grants up to $20,000 for capital improvements that enhance their business viability.

"Australian Disability Enterprises give people with disability the chance to participate in work, to experience the sense of fulfillment and satisfaction that employment offers including meeting new friends, and to become more financially independent."

“The Capital Fund is an incentive for these organisations to deliver further innovation in employment outcomes and encourage broader skill development and career options for people with disability,” Senator McLucas said.

The Australian Government is working with an Advisory Group of disability sector representatives and employers to develop a ten year vision for supported employment in Australia, which will be released later this year.

DSPDGs program provide financial support for the development of skills and knowledge in areas of specific need for people with a disability and the development of services for people with a disability.

The DSPDGs program consists of:
• Study grants: for study via tertiary (up to $5,000) or TAFE courses (up to $3,000) that lead to a qualification (funds contribute towards course fees incurred in 2012 & 2013 only)
• Ethel Temby research grants: valued at up to $9,000 (for costs incurred in 2012 & 2013) for undertaking a research project and presentation and/or publication related to the disability field.

The Transport Ticketing Authority has commenced sending out the free concession myki for Disability Support Pensioners and Carer Payment Recipients under 60 who have registered for the Sunday Pass.

All DSP/CAR Sunday Pass holders registered before October 2009 will receive their concession myki in the coming days and the remaining concession mykis will be sent in mid November once the distribution of the Victorian Seniors (400,000 mykis) is completed.

You will also receive a letter and brochure "your guide to using concession myki" just prior to the concession myki being sent in the mail.

The concession mykis will enable Disability Support Pensioners and Carer Payment Recipients under 60 and Victorian Seniors to access their free travel in two consecutive zones on Sundays straight away, and on Saturdays from 1 January 2011.

The time has come for the National Standards to be reviewed. This is to ensure they are of a high quality and are continually improving.

The Transport Ticketing Authority (TTA) had previously advised that people on a Disability Support Pension and Carer Payment Recipients under 60 could apply for a Sunday Pass, which allows them to travel free on Victoria's public transport network on a Sunday. Once they had registered for the Sunday Pass, TTA had advised that a free concession myki would be sent in the mail.

TTA would like to advise they have made a change to the planned distribution of the free concession myki for Disability Support Pensioners and Carer Payment Recipients under 60.

The cards will be issued once myki is operating on metropolitan trains, trams and buses (myki is currently working on metropolitan trains and town bus services in Ballarat, Bendigo, Moe, Morwell, Seymour, Traralgon and Warragul).

Disability Support Pensioners and Carer Payment Recipients under 60 should continue to use their Metcard and V/Line tickets, including the Metcard Sunday Pass, until myki is fully operational in Melbourne.

If you or your members/clients (that receive the Disability Support Pension or the Carer's Payment) would like to register for the Sunday Pass and receive a concession myki in the mail, complete the application form as soon as possible and mail it to;

The Melbourne Mobility Centre is dedicated to improving access for everyone in the heart of Melbourne. It lends out equipment and has services available for people with disabilities, older persons, and those with temporary disabilities.

Services include:
• equipment for hire including motorised wheelchairs, manual wheelchairs, children's strollers, scooters, walking frames, crutches and ID/Symbol Cane;
• two fully accessible toilets;
• baby change facilities;
• proximity to available accessible car parking and/or a drop-off point;

The site has information on what a Human Rights Action Plan is and content on 17 different human rights areas or themes. For each area, information is provided for NGOs about the current issues and the relevant recommendations made to Australia in the Universal Periodic Review. The Well Women’s Clinic at the Women’s Hospital is attempting to address this situation and promote our services to women with disabilities.

To be eligible for the Scooter and Wheelchair Travel Pass you must:
• have a permanent and severe disability

• be a permanent resident of Victoria.

SWEP, based at Ballarat Health Services is now the central point where all applications for funding for the following programs will be processed:

• Supported Accommodation Equipment Assistance Scheme (SAEAS)

Registration through SWEP is required to prescribe electronic voice aids with the exception of electronic communication devices needed to access an ECD (such as voice output communication software and related mounts or switches) which are still supplied through the Electronic Communication Devices Scheme at Yooralla. In the past prescribers did not have to declare their qualifications, and did not receive recognition for advanced knowledge in equipment prescription. There has been no central list to notify prescribers if equipment is recalled or to make educational opportunities available.

From 1 September 2011, all allied health and nursing prescribers must be registered with SWEP in order to have prescriptions accepted and acted upon. Prescribers will be registered as individuals, not as organisations.

Registered prescribers will be notified of forums being run in early August to explain the new system.

This program has been developed specifically to give uni students with disability a ‘step into’ the workforce, providing four weeks paid work experience within participating organisations.

It is a competitive program, but the application and interview process takes students’ disabilities into account and assists with things like reasonable adjustments and coaching for interviews.

We’ve had great success in the past with this program, and students have found it very rewarding. The work placements are generally either in the Winter (June/July) or Summer (Dec/Jan) semester breaks.

This year we have opportunities for students studying Law, Marketing, HR, Business, Engineering, Public Policy and Research, IT and Accounting/Finance.

The Law Reform Committee of Parliament has been asked to conduct an Inquiry into access to and interaction with the justice system by people with an intellectual or cognitive disability and their families and carers.

The Inquiry wants to hear from people with a disability to speak about their experiences with the justice system. The Inquiry also wants to hear from family and carers.

In order to maximise the participation of people with a disability, their families, and carers in the Inquiry, the Disability Advocacy Resource Unit (DARU) via the Victorian Council of Social Service (VCOSS) is supporting disability advocacy organisations to host consultations within their region and lodge submissions.

Volunteer Grants 2011 recognises the important role of Australia’s volunteers and is part of the Government’s ongoing commitment to supporting volunteers, assisting disadvantaged communities and encouraging social inclusion to assist vulnerable individuals, families and communities.

Volunteer Grants 2011 provides funding of between $1,000 and $5,000 to not-for-profit organisations to:
• Purchase portable, tangible, small equipment items to help volunteers
• Contribute to the reimbursement of fuel costs for their volunteers who use their own car to transport others to activities, deliver food and assist people in need
• Contribute to the reimbursement of transport costs incurred by volunteers with disability who are unable to drive
• Contribute to the costs of training courses and/or undertake background screening checks for volunteers.

Funding is limited and applications will be assessed and prioritised according to how strongly they meet the selection criteria. Applications close 8 June 2011.

field are trying to set up an information page on their website around people with disabilities experiences and stories (good or bad) of setting up their own self directed approaches, whether they, be self directed planning or funding or self-directed employment.

What they want to do is to show people what is really happening with self directed approaches. They also hope to encourage more people to try it.

field are keen to get people’s stories and are willing to go and meet people and record their stories either by taking notes or videoing them as they tell their stories.

Small Grants for Legal Projects in Victoria

The Victoria Law Foundation’s Small Grants are available to organisations for Small Grants are for projects with budgets up to $5,000 (exc GST). Unlike General Grants, Small Grants funds may be used towards events and seminars. Small Grants projects are usually completed within 12 months of being awarded.

Small Grants have a rolling deadline with applications accepted any time throughout the year. The application form is easy to complete and decisions are usually made within two weeks.

Multicultural Disability Advocacy Association (MDAA in N.S.W.) has launched the ‘Violence Through Our Eyes: Improving Access to Services for Women from non-English Speaking Background with Disability Experiencing Violence Project Report’.

The report details the experiences and barriers faced by women from NESB with disability when accessing services after experiencing violence. The report also details suggested strategies to enhance service provision
